I would like to know how you are handling the selection of bidders. I have been inviting 3 pre-qualified bidders to bid our projects. However, some contractors are upset that they are not asked to bid our projects, especially when there is stimulus money involved. I am trying to avoid going the public bid route. I would appreiciate your thoughts,
